Prohibited & Restricted Items Policy

Important information about goods that cannot be sent or may require approval before being accepted by LX Delivery Service.

LX Delivery Service transports parcels from the United Kingdom to Libya.

For the safety of our customers, staff, transport partners and shipments, certain goods are prohibited or restricted.

Customers are responsible for ensuring that everything placed inside a parcel is accurately declared and is permitted for export from the United Kingdom, transportation through any transit country, and import into Libya.

1. Prohibited Items

Do not place any of the following items in an LX parcel.

LX Delivery Service will not knowingly accept:

  • Illegal drugs, narcotics or unlawfully possessed controlled substances.
  • Firearms, ammunition, explosives, fireworks, detonators or other weapons.
  • Explosive, highly flammable, corrosive, toxic, radioactive or infectious materials.
  • Petrol, diesel, lighter fuel, gas cylinders and similar fuels or dangerous substances.
  • Alcoholic beverages or products that are prohibited for import into Libya.
  • Pork, pork meat and prohibited pork-derived food products.
  • Stolen, counterfeit or otherwise illegal goods.
  • Cash, bank notes, bearer instruments or similar negotiable financial instruments.
  • Human remains.
  • Live animals.
  • Any goods whose possession, export, transportation or import is unlawful.
  • Goods subject to sanctions or export controls where the necessary authorisation has not been obtained.

2. Restricted Items – Contact LX Before Packing

Some goods are not automatically prohibited, but may require prior approval, special packaging, documentation, licences or certificates.

Please contact LX Delivery Service before packing any restricted item.

Restricted items may include:

  • Prescription and over-the-counter medicines.
  • Medical products and medical devices.
  • Lithium batteries, spare batteries and power banks.
  • Mobile phones, laptops and other electronic equipment containing batteries.
  • Perfumes, aerosols, sprays and pressurised containers.
  • Liquids, oils, chemicals, cleaning products, paints and adhesives.
  • Food, meat, dairy products and other animal products.
  • Plants, seeds, soil and agricultural products.
  • Tobacco, cigarettes, vaping products and related products.
  • High-value jewellery, watches, precious metals and gemstones.
  • Artwork, antiques and culturally significant items.
  • Goods that may have military or dual-use applications.
  • Any goods requiring an export licence, import permit, certificate or customs authorisation.
Important: Declaring a restricted item does not automatically mean that LX Delivery Service has accepted that item for transportation. Please obtain confirmation from LX before collection.

3. Goods Declaration

Customers must accurately declare the contents of each individual box using the LX Goods Declaration form.

For each type of item, customers may be required to provide:

  • A clear and specific item description.
  • Quantity.
  • Value.
  • Country of origin.
  • Whether the item is new or used.
  • Any additional information required for customs or transportation purposes.

Avoid descriptions such as:

“Clothes”

“Electronics”

“Personal items”

“Stuff”

“Gifts”

Use clear descriptions such as:

“5 men's cotton shirts”

“2 pairs children's shoes”

“1 used Samsung mobile phone”

“6 stainless steel kitchen utensils”

4. Undeclared or Incorrectly Declared Goods

If a parcel contains prohibited, restricted, dangerous or undeclared goods, LX Delivery Service may:

  • Refuse to collect or transport the parcel.
  • Hold the parcel while further information is requested.
  • Require the customer to remove an item.
  • Return an item or parcel where lawful and practical.
  • Provide information or goods to customs, police or another competent authority where legally required.
  • Recover reasonable costs resulting from inaccurate declarations or prohibited items where permitted by applicable terms and law.

Acceptance of a parcel by LX Delivery Service does not mean that its contents have been approved by customs.

5. Inspection and Verification

Where lawful and reasonably necessary, LX Delivery Service may request that a customer opens a parcel for inspection before acceptance.

We may request additional information regarding the contents of a parcel before collection or transportation.

LX may also refuse an item where a transport partner, carrier, customs agent or relevant authority will not accept it.

6. Customs and Regulatory Decisions

Final decisions concerning admission, inspection, duties, taxes, detention, seizure or release of goods are made by the relevant customs and regulatory authorities.

LX Delivery Service cannot guarantee that an item will be admitted into Libya merely because it was accepted for collection.

Export controls, sanctions or other legal restrictions may also apply depending on the goods, recipient, intended use or other circumstances.

7. Customer Responsibility

By placing an order with LX Delivery Service, the customer confirms that:

  • They have read and understood this policy.
  • They will accurately declare all parcel contents.
  • They will not knowingly include prohibited goods.
  • They will contact LX before sending restricted goods.
  • They have the right to send the goods.
  • The goods comply with applicable export, transport, customs and import requirements.

8. If You Are Unsure

If you are unsure whether an item can be sent, do not pack it until you have contacted us.

LX Delivery Service can advise whether further information or documentation may be required before the item can be considered for collection.
